TP ICAP Global Markets Americas to pay $165k fine for alleged NYMEX rule violations
International derivatives marketplace CME Group has posted a notice of disciplinary action against TP ICAP Global Markets Americas LLC.
Pursuant to an offer of settlement in which TP ICAP Global Markets Americas neither admitted nor denied the factual allegations or rule violations upon which the penalty is based, on September 30, 2026, a Panel of the NYMEX Business Conduct Committee found that between April 2022, and June 2025, TP ICAP Global Markets Americas LLC, an introducing broker located in New York,
executed numerous block trades for customers in Henry Hub Natural Gas futures, Henry Hub Natural Gas Look-Alike Last Day Financial futures, RBOB Gasoline futures, RBOB Gasoline Financial futures, NY Harbor ULSD futures, and Light Sweet Crude Oil futures which it failed to report to the Exchange within the required time period following execution.
The Panel also found that, during this time frame, TP ICAP Global Markets Americas LLC also failed to maintain complete written or electronic records of all such transactions consummated via its brokers.
The Panel further found that, during this timeframe, TP ICAP Global Markets Americas LLC failed to diligently supervise the execution of block trades by its employees to ensure compliance with Exchange rules.
Further, TP ICAP Global Markets Americas LLC failed to take sufficient corrective action to effectively monitor, detect, and assess block trade reporting activity by its employees after being notified of potential block trade reporting violations by the Exchange.
The Panel found as a result of the foregoing that TP ICAP Global Markets Americas LLC violated NYMEX Rules 526, 536.E., and 432.W.
In accordance with the settlement offer, the Panel ordered TP ICAP Global Markets Americas LLC to pay a $165,000 fine.
The effective date of the disciplinary action is October 2, 2026.
