Blue Ocean Technologies, LLC announced today the appointment of Chinmay Patel as Chief Technology Officer of Blue Ocean ATS.

Mr Patel will be based in Toronto and will be responsible for leading the organization’s technology strategy, infrastructure, blockchain roadmap and overseeing the engineering team.

The company also announced the appointment of Marcus Chan as a Sales Representative for Hong Kong and China. A newly created position, Mr. Chan will be based in Hong Kong and will be responsible for business development, regional growth strategy and customer relationship management.

Chinmay Patel brings over 15 years of founder-level experience building and scaling technology teams that deliver finance-oriented products. His expertise spans product strategy, software engineering, and cross-functional leadership, with a track record of taking products from concept to revenue across multiple startups.

Prior to joining Blue Ocean, Mr. Patel served as CEO and Co-founder of PERCS, where he drove the company to $1M ARR in under six months and closed a $4.6M seed funding round. Before that, he was CEO and Co-founder of API Garage / BlockX Labs, where he bootstrapped a profitable software development agency to $1.2M ARR with a team of 20 professionals. During this period, his team re-architected Deloitte’s audit management platform, unifying hundreds of disparate data sources into a real-time reporting pipeline that optimized resource allocation and project profitability.

He also advised RBC Ventures on building MVPs, accelerating their time-to-market by 60%.

He previously served as Chief Technology Officer at Dossiya, where he led full-stack product development and built the engineering team.

Mr. Patel holds a Bachelor of Software Development from Seneca College, where he graduated with President’s Honour List distinction.

With over 20 years of experience across the financial technology landscape, Marcus Chan is a proven seasoned business leader dedicated to drive revenue and market share across the Asia-Pacific region. He previously led sales efforts at Bloomberg, Refinitiv (LSEG), Sungard, FlexTrade, and other innovative institutions.
