ICE Futures US fines StoneX Financial for alleged rule violations
ICE Futures U.S. has published a notice announcing settlement of charges against StoneX Financial Inc.
On October 7, 2026, a subcommittee of the Exchange’s Business Conduct Committee determined that, from November 2023 through November 2024 (the “Relevant Period”), StoneX Financial Inc. (SFI) may have violated Exchange Rule 4.02(c) in multiple instances by, at the direction of its client, submitting Exchange for Physical transactions (EFPs) to the Exchange between accounts with common beneficial ownership, thereby resulting in wash trades.
The Committee also found that SFI may have violated Exchange Rule 4.01(a) by failing to diligently supervise the Exchange-related activities of its employees and agents, and Exchange Rule 4.01(b) by failing to establish, administer, and/or enforce supervisory systems, policies, and procedures reasonably designed to achieve compliance with Exchange Rules.
In accordance with the terms of settlement, in which SFI neither admitted nor denied the alleged rule violations, SFI agreed to pay a monetary penalty of $35,000.
The effective date of the notice is October 7, 2026.
