CME Group imposes $145k fine on Oil Brokerage
International derivatives marketplace CME Group has posted a notice of disciplinary acton against Oil Brokerage Ltd.
Pursuant to an offer of settlement in which Oil Brokerage neither admitted nor denied the factual allegations or rule violations upon which the penalty is based, a Panel of the NYMEX Business Conduct Committee found that between November 2024, and July 2025, Oil Brokerage, an introducing broker located in England, executed numerous block trades for customers that Oil Brokerage failed to report to the Exchange within the required time period following execution, as well as failed to report accurate trade details for these block trades to the Exchange.
These block trades included various contract months of Mont Belview LDH Propane (OPIS), Mont Belvieu Normal Butane (OPIS), Argus Propane Far East Index, Mini Singapore FOB Marine Fuel 0.5% (Platts), European Propane CIF ARA (Argus), Argus Propane (Saudi Aramco), Gasoline Euro-Bob Oxy NEW Barges (Argus), Mini European Propane CIF ARA (Argus), Japan C&F Naphtha (Platts), Mont Belvieu Ethane (OPIS), European Naphtha (Platts) crack spread, Gasoline Euro-bob OXY NWe Barges (Argus) crack spread, Conway Natural Gasoline (OPIS), Mont Belvieu Natural Gasoline (OPIS), Mini Argus Propane (Saudi Aramco), Propane Non-LDH Mont Belvieu (OPIS), RBOB Gasoline, NY Harbor ULSD, and European Naptha Cargoes CIF NWE (Platts) futures.
The Panel also found that during this time frame Oil Brokerage failed to diligently supervise the execution of block trades by its employees to make certain that brokers complied with Exchange block trade reporting requirements.
The Panel further found that, during these time frames, Oil Brokerage also failed to maintain complete written or electronic records of all such transactions consummated via its brokers.
The Panel concluded that Oil Brokerage violated Exchange Rules 526, 526.F., 536.E., and 432.W .
In accordance with the settlement offer, the Panel ordered Oil Brokerage to pay a fine to the Exchange in the amount of $145,000.
